NCSC Intervention: DFS Mandates Reporting of SC Beneficiaries under Key Financial Schemes
Following an intervention by the National Commission for Scheduled Castes (NCSC), the Department of Financial Services (DFS), Ministry of Finance, has directed mandatory reporting of assistance given to Scheduled Caste beneficiaries under major government financial schemes. State Level Bankers' Committees (SLBCs) and UTLBCs must include scheme-wise and bank-wise numbers and percentages of SC beneficiaries in their periodic review meetings, share the data regularly with the NCSC, and submit an action-taken report to DFS by 9 October 2026. Reporting will use data already available with banks to avoid parallel systems. NCSC Secretary Vivek Kumar Dewangan had written to DFS on 24 September 2026, noting that SLBC reports did not show SC coverage under schemes such as PM Mudra Yojana, Stand-Up India, PMEGP, PM SVANidhi, CGTMSE and MSME business loans. For exams: NCSC is a constitutional body under Article 338.
